Are Drake and Rihanna Having Relations?

DRAKE and RIHANNA might be getting all up in each other's fun stuff.  Saturday night, the two were spotted together at Miami's LIV nightclub.

Then yesterday, she re-Tweeted the following lyric from Drake's song "Headlines". . . "Started not to give a [eff] and stopped fearing the consequence."  Should we infer anything from that?  Who knows.  No official word yet from Drake or Rihanna.

KAT VON D Sued Over Cat-Killing Fire

Kat Von D foolishly set her own house ablaze in 2010, killing her cat in the process -- this according to a new lawsuit -- and now, she's being sued for nearly a MILLION bucks in damages.

State Farm Insurance filed the lawsuit against Kat today in L.A. County Superior Court, claiming the 2010 fire that ripped through the reality star's Hollywood Hills home was her own fault ... and she should foot the bill.

According to the lawsuit, Kat foolishly placed several lit candles in the house -- and the candles then set the house on fire (a fire that killed Kat's feline friend named Valentine).

It was no small blaze either -- State Farm claims the fire caused $909,199 in damages.

State Farm dutifully covered the bill -- but now the insurance company is suing, demanding Kat pay it back for her own carelessness.

Calls to Kat's people were not returned.

Did Justin Bieber Put a Guy in the Hospital?

This is not a sentence I ever thought I would utter . . . but JUSTIN BIEBER is being accused of PUTTING A GUY IN THE HOSPITAL.  (???)

Here's the deal:  Justin and SELENA GOMEZ were at a mall near his home in Calabasas, California on Sunday.  As they were heading to their car, a paparazzi scumbag tried to take their picture.

A scuffle ensued, and the photographer called 911.  By the time police got there, Justin and Selena were gone.  But the guy was taken by ambulance to a nearby hospital where he was treated for pain to his upper torso.

Police are investigating, and they want to talk to Justin and Selena.

Now here's what witnesses had to say about the incident:  The guy was blocking Justin's car and he asked him to move.  When he wouldn't, Justin got out of his car and that's when things got physical.

But get this:  A lawyer who just happened to be on the scene walked up to the photographer after Justin left and advised him that he could make a nice wad of cash if he called an ambulance and filed a police report. Before you ask, there's no word exactly how the fight . . . or whatever it was . . . went down.  Even with all these witnesses, there don't seem to be any details.

But we do have some PICTURES . . . and it does look like Justin got into a physical altercation with the guy.  Justin even loses his hat . . . and a shoe.  He also has a BAD-ASS look on his face.
